Ten European nations have joined a French initiative to strengthen nuclear deterrence against Russia. The Wall Street Journal reported the development on Monday, noting that the plan aims to reinforce France's role as the continent's primary nuclear power.

The strategy, which French officials call forward deterrence, involves building new infrastructure, communications, and early-warning links. France also plans to deploy nuclear-capable Rafale fighter jets to locations across Europe.

The United Kingdom, Germany, Poland, the Netherlands, Belgium, Finland, Norway, Sweden, and Denmark are participating in the effort. These countries joined the project to varying degrees following an announcement by President Emmanuel Macron in March.

Finnish President Alexander Stubb outlined the specific role for his country during the process. He stated that Finland has no plans to host nuclear weapons on its soil during peacetime. Stubb added that the goal is to create a strategic dilemma for Russia and that the process will likely take ten to fifteen years.

France has conducted individual talks with each partner rather than holding group sessions. This approach has prompted European nations to maintain constant contact to compare what Paris has communicated to each of them, according to senior defense officials.

The initiative grows as European confidence in U.S. security commitments wanes. Doubts over whether Washington would risk nuclear war to defend an ally have increased as President Donald Trump pursues energy deals with Russian President Vladimir Putin and pressures Ukraine.

French officials argue their deterrent is more credible because Europe's security directly impacts Paris. Macron's adviser, Chatel, told the Warsaw Security Conference that France shares the same geography and economic continuity as its neighbors. In March, Macron asked if the survival of partners could be at risk without affecting France's vital interests. Norwegian Foreign Minister Espen Barth Eide said the plan supplements existing U.S. guarantees rather than replacing them. France will resume producing nuclear devices for the first time in decades and will keep its stockpile size confidential. The nuclear force will remain under French control to ensure acceptability across the political spectrum, including with the far-right party of Marine Le Pen, which is polling ahead ahead of next spring's elections.
